Three Quotes Land on Your Desk. The Cheapest One Isn’t Automatically the Right Answer.
A procurement manager compares three quotes for the same item. One is 8% cheaper than the other two. On a spreadsheet that only has a “rate” column, that’s the winner — approve it, raise the PO, move to the next line item.
Two weeks later, the delivery is four days late, arrives without the test certificate the QA team needs to release it, and the line has already burned through buffer stock waiting. Someone spends half a day on the phone chasing the missing document. The “cheaper” order just became the expensive one — it just took two weeks for the cost to show up on a different line of the P&L than the one procurement was measured against.
This is the core idea behind total cost of procurement: the number that matters isn’t the unit rate on the quote. It’s everything that rate doesn’t include.
Why “Lowest Price” Is the Wrong Comparison
Unit price is easy to compare because it’s one number. That’s exactly why it’s an incomplete one. A rate quoted in isolation says nothing about:
- Whether the order arrives complete, or in partial shipments that each need separate follow-up
- Whether documentation (material test certificates, packing lists, inspection reports) is included or becomes a second negotiation after the PO is placed
- Whether the vendor has a track record of holding the delivery date, or a track record of “committed dates” that slip
- What it costs your team, in hours, to manage that vendor relationship compared to a consolidated one
None of this shows up on the quote. All of it shows up on the total bill — just later, and usually in a different department’s numbers (maintenance downtime, QA rework, finance’s aged-PO report).
The Total Cost of Procurement Equation
A more complete comparison adds these components to the unit price:
- Item price — the number everyone compares first.
- PO / processing cost — the internal time to raise, approve, and track the order, repeated per vendor and per line item.
- Number of vendors managed — every additional vendor for a similar item adds onboarding, contact management, and payment-run overhead.
- Follow-up time — hours spent chasing order confirmations, dispatch updates, and delivery proof.
- Quality / rejection risk — the cost of inspecting, rejecting, and re-ordering a part that doesn’t meet spec.
- Documentation gaps — the cost of delayed inspection or payment release when MTCs, test certificates, or packing lists arrive incomplete or late.
- Dispatch delay — schedule slippage on a project, or line disruption in a plant, when a “confirmed” date isn’t met.
- Downtime cost — the cost of the machine, line, or site standing still if the item that eventually arrives late or wrong was on the critical path.
The lowest-price quote can win on component 1 and lose badly on components 2 through 8. A total-cost comparison scores all eight; a price comparison scores one.
An Illustrative Example (Hypothetical — Not an Actual Induskart Result)

If that line generates a meaningful hourly output and the stoppage falls on a bottleneck process, the six hours of downtime alone can be worth many multiples of the 8% saved on unit price — before the follow-up hours are even counted. How to Score a Quote on Total Cost, Not Just Price
A practical way to apply this without a finance system overhaul:
- Normalize the quotes first. Confirm each quote covers the same unit of measure, delivery point, and documentation scope. An “cheaper” quote that excludes test certificates isn’t cheaper — it’s incomplete.
- Ask each vendor for their on-time delivery record, not just their promised date. A promised date means little without a track record behind it.
- Count the vendor, not just the item. If this is your only order with this vendor, add the onboarding and relationship-management cost to the comparison.
- Price the downtime scenario, even roughly. If this item stops a line or delays a milestone when it’s late, put a number — even an estimated one — next to that risk.
- Score, don’t just rank. A simple weighted score across price, delivery reliability, documentation completeness, and vendor count gives a fairer picture than sorting by rate alone.
What to Ask For on Every Quote
Regardless of which vendor you choose, ask every quote to state:
- Firm delivery date and what happens if it slips
- Whether test certificates, packing lists, and inspection reports are included or billed separately
- Unit of measure and full item specification, not just a part number
- Payment terms, so working-capital impact is part of the comparison

Isn’t a lower price always better if the spec is identical? Only if everything else is identical too — delivery reliability, documentation, and vendor count. Total cost of procurement doesn’t argue against fair pricing; it argues against comparing price alone.
How do I estimate a downtime cost if I’ve never tracked it? Start rough. Even an approximate hourly value for the affected line or process is more useful for comparison than ignoring downtime entirely. Refine the number over time as you track actual stoppages.
