Non-Comparable Quotes Don’t Save Money — They Delay Decisions
An RFQ goes out to four vendors. Four quotes come back. One quotes per piece, another per box of 50. One includes freight, another doesn’t say. One mentions a test certificate, two don’t mention documentation at all. Payment terms are buried in three different places, worded three different ways.
None of this is dishonest — it’s just what happens when an RFQ doesn’t specify the terms the comparison depends on. The result isn’t a decision. It’s a week of clarification emails, and a purchase order raised later than it should have been. A tighter RFQ process fixes this before the quotes ever come back, not after.
Why Most RFQs Produce Apples-to-Oranges Quotes
Three gaps account for most non-comparable quotes:
- Ambiguous specification. An RFQ built around a part number or a rough description (“ball valve, 2 inch”) leaves material grade, pressure class, end connection, and actuation type open to the vendor’s interpretation — so each vendor quotes a slightly different product.
- Unstated scope. If the RFQ doesn’t say whether freight, packing, and documentation are included, each vendor decides for itself, and “cheaper” quotes are sometimes just quotes that quietly left more out.
- Missing terms. Delivery date, payment terms, and quote validity period are often assumed rather than requested — so they surface as surprises during negotiation instead of being comparable from day one.
The Anatomy of an RFQ That Gets Comparable Quotes
A complete RFQ asks for the same thing from every vendor, in the same terms. At minimum, it should specify:
- Full technical specification — not just a part number: material/grade, dimensions, pressure or load rating, connection type, and any applicable standard (e.g., ASME, IS, DIN) the item must meet.
- Exact quantity and unit of measure — and whether partial shipments are acceptable or the order must ship complete.
- Delivery point and required date — the actual site or warehouse, and the date the item is needed, not just “as soon as possible.”
- Documentation requirements — whether material test certificates, packing lists, and inspection reports are required, and at what stage (with dispatch, or before it, for a witnessed inspection).
- Payment terms — stated as a request, so every vendor quotes against the same terms instead of assuming their standard terms apply.
- Quote validity period — so a decision made three weeks later isn’t working from a quote that’s technically expired.
- Inspection requirements, if any — third-party inspection, vendor self-certification, or none.
An RFQ missing even two or three of these fields is what produces the clarification back-and-forth that makes procurement feel slower than it should be.
How to Normalize Quotes Once They Come Back
Even a well-built RFQ can return quotes with small formatting differences. Before comparing:
- Convert everything to the same unit — per-piece vs per-box, or different currency/rounding conventions, need to be aligned before “cheaper” means anything.
- Add back anything excluded. If one vendor’s quote excludes freight or documentation and another includes it, add an estimated cost for the missing piece before comparing totals.
- Check delivery against the same date, not just a lead time in days — a “15-day lead time” quoted on different dates lands on different calendar dates.
- Flag any vendor that didn’t answer a specific ask — a documentation requirement that goes unanswered in the quote is a risk flag, not a detail to assume will get sorted out later.
When to Consolidate Line Items Into One RFQ vs Split Them
Not every BOM or MRO list should go out as one giant RFQ, and not every line item needs its own. A workable rule:
- Consolidate items that share a vendor category (fasteners, bearings, safety consumables) into one RFQ — this is what makes normalized, side-by-side comparison possible and reduces the number of separate quote cycles you’re running.
- Split out items with genuinely different vendor pools (a custom-fabricated part vs. a standard catalogue item) so the RFQ language and evaluation criteria fit each one.
A Simple RFQ Template Structure
At a minimum, a reusable RFQ template should carry these sections for every request:
- Item description and full technical specification
- Quantity, unit of measure, and acceptable tolerance
- Delivery point and required date
- Documentation and inspection requirements
- Payment terms requested
- Quote validity period requested
- A response deadline for the vendor

Long enough for a vendor to genuinely price a technical item, but a stated response deadline in the RFQ itself (rather than an open-ended request) is what keeps a comparison on a predictable timeline.
